i think you could try a curling iron lightly on your hair, then it will come out like that.

Things You’ll Need:
Curling iron
Comb
Clips
Hairspray
Step1:Start with pre-dried and prepared hair. Make sure you have a little product in that hair to give it a great texture and a controllable feel.
Step2: Section the hair for control, into smaller sections.
Step3: Depending on the length of the hair, start curling the hair from ends to root. Do not roll the iron to the scalp, but only ½ way up the hair.
Step4:Remove the hair from the iron and while it is still warm spray with hairspray holding the hair in it’s curled shape. As you feel it cool, let it rest softly back to the head.
Step5: Continue this same technique throughout the entire head
Step6: When the entire head is done, separate the curl and roll it around your hands for definition. Spray & you are done!

That’s really cute! You just need some rollers! Get a nice styling aid and some rollers. Put them in when you hair is half way dry at the styling aid and roll them up. In this case these were medium size rollers. Then blow dry them til they are completely dry let them set like do your make up then take them out finger through them and your good to go!! Don’t brush them or comb them it will comb out the curl.

well if your hair is straight..
maybe wet your hair (just spray it with water) then tie it in a bunch at the back of your head and let it dry there.
when you let it out it might turn wavy depending on how you tied it up.
